Nanjing Establishes Four Industrial Breakthrough Promotion Offices

On March 26, Nanjing hosted the 2025 Industrial Technology Innovation and Investment Promotion ConferenceAt the event, the city inaugurated four Industrial Breakthrough Promotion Offices focused on artificial intelligence (AI), robotics, biopharmaceuticals, and next-generation information and communications.


Each office will consist of four functional teams: industrial investment attraction, project advancement, technology transfer, and enterprise incubation/services.


  • The AI and Robotics Offices will draw elite personnel from across Nanjing to ensure robust support.


  • The Biopharmaceuticals and Next-Gen Information & Communications Offices will leverage member units and two regional university-led technology transfer centers, with staff adhering to unified command and scheduling.


In AI, Nanjing is the only city in Jiangsu Province designated by the Ministry of Industry and Information Technology as a National AI Innovation Application Pilot Zone. It is home to leading companies like the "AIGC first stock" Mobvoi and has developed application scenarios in industries such as steel (Nanjing Iron & Steel) and power automation (NARI Group). The new office will focus on breakthroughs in AI model innovation, implement nine major initiatives, and aim to build a trillion-yuan software and information services industry.

In Robotics, Nanjing boasts a complete industrial chain covering whole-machine manufacturing, key components, and system integration, with over 100 R&D and manufacturing enterprises. In November 2023, the city launched its "Robot City" initiative. The new office will support Estun in implementing its "Double Ten-Billion" action plan.


In Biopharmaceuticals, Nanjing’s industry revenue exceeded 210 billion yuan in 2023, with clinical approvals, trials, and drug applications ranking among the top five in China. The office will accelerate the establishment of a regional biopharmaceutical technology transfer center, streamline review and approval processes for innovative drugs and medical devices, and build a specialized biopharmaceutical port.


In Next-Gen Information & Communications, the industry reached 140 billion yuan in 2023, with over 400 large-scale enterprises. The city hosts the China Environment for Network Innovations (CENI), the sector’s sole national major science infrastructure. The office will create a leading domestic technology transfer platform and support ZTE’s "Double Trillion" initiative.
